The author of the article, Andew Greeley, does make some interesting statements though about how African Americans and other ethnic groups interact and how Giuliani dealt with African American gangs during his tenure as mayor.

Most of Black Harlem will refuse to acknowledge how Guiliani improved the quality of life for Black people too. He did, deal with it Black people.
125th St. an OUT OF CONTROL zoo. There was no order, the street merchants illegally lined the block.
Tax paying Retailers were hurt by this, Harlem was hurt by this, it was out of control. No new development was going to take place on 125th without it first being cleaned up and forced to operate under rules and order. Guiliani came in and cleaned it up and brought order to 125th St., this is what produced the African Market on 116th & Lenox, then they moved down 116th when they built the Renaissance Bldg.
It was Guiliani doing what he did on 125th, that paved the way and made it possible to develop the street with normalcy (building the Magic Johnson complex, etc.)
Brutal man? Yes, Jerk? Yes. Sometimes you need a total bastard to clean up a situation.
No one likes Guiliani. However he did improve the quality of life of Harlem for Blacks by bringing order to 125th St.
I was in NYC before, during and after (still there)Giuliani. His tactics were draconian; there is no doubt of that. They were also effective and I suspect needed to achieve results.
We had rampant violent crime. Giuliani helped curb it. Was his the kindest solution? No. Was it the solution pretty much guaranteed to achieve rapid results? Yes. Has there been a long term benefit as a result of some of his actions? Yes.
Giuliani is brutal and effective. I guess you have to ask yourself if effectiveness is worth a certain amount of brutality.
The thing I object to the most is the statement that we are going around saying that Giuliani will deal with the islamofacists like he dealt with crime in this city. I think it’s actually the opposite. We New Yorkers have been trying to tell the rest of the country that it would be a DISASTER to put Giuliani at the helm for exactly how he managed this city. But the rest of the country won’t listen. Giuliani will not carry New York City…because we know better. Too bad he’ll probably carry the rest of the country.
All that negativity about New York City from a Priest. Shame, Shame on him!
