Narmer- To get around Excel, you can download the file and then upload into Google Docs (free account with a gmail address) or download OpenOffice.org. Open Office is MS Office compatible desktop publishing software funded in large part by Sun Microsystems.
I don’t know. Perhaps you can email them and find out.

The spreadsheet is in Excel (xls) format and I don’t have that software installed. Is this information located any where else in non-spreadsheet form?
Oops. More specifically, in the archives go to Gabriel Thompson’s piece: “Unequal Protection.” She has a downloadable spreadsheet with excellent info on it. A nice but disturbing breakdown of data.
